CHIA measures Massachusetts health insurance coverage, access, and use of health care services, as well as evaluates proposed insurance benefit mandates. The review of health benefit mandates helps balance two goals: ensuring adequate protection for health care consumers and managing increasing health care costs. By evaluating the medical efficacy and cost impact of a proposed benefit, CHIA provides legislators and stakeholders with neutral, reliable information to inform policymaking.

Our studies examine overall rates of insurance coverage and enrollment in major health plans throughout the Commonwealth. We also monitor trends in health plan premiums and how members use health care services. By harnessing data from plans, providers, employers, and residents, we provide a comprehensive, holistic picture of access to health care in Massachusetts.
